Sanctions Imposed on Media Land LLC and ML.Cloud LLC for Dark Web Involvement
The Sanctions
The Australian Government, in collaboration with the UK and US, has imposed sanctions on two Russian men and two companies for their involvement in cybercriminal activities on the dark web. The sanctioned individuals, Aleksandr Alexandrovich Volosovik (aka Yalishanda) and Kirill Andreevich Zatolokin, operate Media Land LLC and ML.Cloud LLC, which provided "bulletproof hosting" services to cybercriminals.
The Crimes
The sanctioned companies and individuals aided various cybercrime campaigns, including:
- Cyber attacks on critical infrastructure, resulting in disruption and degradation of services
- Malware campaigns targeting Australians and financial institutions
- Ransomware attacks by syndicates, resulting in significant financial losses and data breaches
The Impact of the Sanctions
The sanctions, which include financial penalties and travel bans, aim to:
- Disrupt criminal activity
- Expose cybercriminals' identities
- Impose costs and consequences on cybercriminals
The Australian Government's Stance
The Australian Government has stated that it is committed to holding malicious cyber actors to account and protecting Australians from cybercrime. As Ambassador for Cyber Affairs and Critical Technology, Jess Hunter stated, "Cyber sanctions work to deter cybercrime and help protect Australians by exposing the activities and identity of malicious cybercriminals operating across jurisdictions, placing them at further risk of detection wherever they may hide."
The AFP's Response
The Australian Federal Police (AFP) Cyber Command Assistant Commissioner Richard Chin emphasized that the dark web is not a safe haven for cybercriminals. "They provided cybercriminals with a perceived layer of protection, by refusing to take down websites with illegal content that had been flagged by international law enforcement agencies and governments," he said. "The name suggests they are 'bulletproof', but our message to cybercriminals is clear - just because you operate on the dark web, it does not mean you are beyond law enforcement and our partners. We can see your criminal activity and we will find you."
International Cooperation
The sanctions are part of a coordinated international effort to combat cybercrime. The Australian Government is working with allies in the UK and US to disrupt and dismantle cybercriminal networks.
Cyber Sanctions Framework
The sanctions are supported by the intelligence and investigative capabilities of the Australian Signals Directorate and the AFP under joint standing Operation Aquila. The cyber sanctions framework allows for the imposition of financial penalties and travel bans on individuals and entities involved in malicious cyber activities.
Asset Freezing
Any assets owned by Media Land LLC, ML.Cloud LLC, or the two sanctioned individuals must be frozen. It is also an offence to use or deal with their assets, including through cryptocurrency wallets or ransomware payments.
The Consequences of Breaching Sanctions
Breaching sanctions can result in:
- Up to 10 years' imprisonment
- Significant fines
Conclusion
The imposition of sanctions on Media Land LLC and ML.Cloud LLC marks a significant step in the global fight against cybercrime. The case highlights the challenges of policing the dark web and the importance of international cooperation in disrupting cybercriminal networks. As the dark web continues to evolve, it remains to be seen how effective these sanctions will be in curbing cybercrime and protecting individuals and organizations from malicious activities.
