Keonne Rodriguez, the co-founder and CEO of Samourai Wallet, has been sentenced to five years in prison, the statutory maximum, for his role in creating a bitcoin mixing service that prosecutors say was used to launder $237 million in dirty money. Prosecutors presented evidence that Rodriguez actively encouraged hackers, sanctions evaders and other criminals to use Samourai Wallet. He knew he was breaking the law, they said, because he had a six-page escape plan in his home detailing how he would use burner phones, cash motels and country roads to evade law enforcement.

The charges against Rodriguez and Hill included conspiring to operate an unlicensed money transmitter. The pair pleaded guilty in July to the charges, after prosecutors agreed to drop more serious money-laundering charges.

The Blockchain Association, Coin Center, the DeFi Education Fund, and the Bitcoin Policy Institute had urged the dismissal of the case, arguing that Samourai Wallet simply helped people execute financial transactions privately.

Kadan Stadelmann, Chief Technology Officer at Komodo Platform, expressed concerns that the Samourai ruling points to a double standard in financial enforcement. He stated that targeting privacy tools is "a two-tier justice system" and that the ruling is "a chilling moment" that treats Samourai's cash-like privacy tools as criminal.

The Sentence

In addition to Rodriguez’s prison term, Judge Cote imposed a three-year period of probation upon his release, as well as a $250,000 fine. Rodriguez had already paid a $6.3 million forfeiture agreement ahead of his sentencing.

The Future of William Lonergan Hill

Fellow developer William Lonergan Hill will be sentenced later this month, on November 19. The pair’s change in plea came in the midst of fellow developer Roman Storm’s trial, also in the Southern District of New York.
